I'm not sure how much I can add here to what Chris has said. Traveler is using the same APIs as BB to monitor the user's mail database. When the mail shows up in the user's mail database (not in the router or anywhere else - just in the user's mail database), it will get pushed to the device. It sounds like something is keeping the mail from getting into the user's mail database and that is something outside of Traveler which I cannot help you fix.
You can run "tell traveler show <user>" on the Domino server running Traveler to see which server Traveler thinks is the Home server and what are the replicas. Whichever is the current server is the one Traveler is watching for documents to show up in. When it shows up in that database, it should be pushed to the device. Perhaps the home mail server isn't really the primary server that mail is getting to delivered to and thus the new data only shows up when it gets replicated into this replica?
